Heartland Visioning Government Advocacy Checklist

- List the Foundation Team proposing the action/position? Was the proposed action/position approved by the Foundation Team to be submitted to the Steering Committee?
- Describe the specific proposed action that a governing body will need to take? Indicate if the issue is one of funding?
- Describe the specific legislative position your team is recommending Heartland Visioning Steering Committee adopt?
- Does the proposed action/position have a clear impact on one or more of the four Heartland Visioning Key Benchmarks? Please list the benchmark(s) and describe impact?
- List the Heartland Visioning Strategies the proposed action/position would impact?
- Is this a new issue or has it been a concern in the community for more than one year?
- What level of government would have governance over the proposed action/position?
- What community and organizational support does the proposed action/position currently have?
- What organizations, individuals, elected officials would likely be in support of the proposed action/position?
- What is the opposition to the proposed action/position and who (include organizations, individuals, & elected officials) would promote the opposition view?
- Can passage of the proposed action/position be completed in one meeting/session and with one action of the appropriate governing body? If not, what is the anticipated timeframe for passage? Will there need to be multiple governmental actions/approval to achieve success?
Does the timeframe impact its success?
- What will be considered success?
- What groups and/or individuals may have a vested interest in lobbying for the approval of the proposed action/position?
- What is an exit strategy should the issue/position not successfully be achieved?
- If the proposed action/position cannot be achieved what impact will it have on the key benchmark(s) and the community?
