Safe Streets was founded locally in the fall of 1995 by Reverend David C. Fulton. The mission was to create a healthier community by addressing substance abuse and crime through prevention education and citizen empowerment. The vision of Safe Streets is ‘Peace in the Neighborhood’. Safe Streets is a program of Shawnee Regional Prevention and Recovery Services (PARS) that serves Topeka and Shawnee County residents with special emphasis on youth, leadership development and community mobilization-one citizen at a time. Through neighborhood mobilization, developing community partnerships and working with our youth, Safe Streets works daily to achieve its overall mission. The Safe Streets program has evolved into a coalition of members whose main mission is to create a healthier community by addressing alcohol, tobacco, drug abuse, and crime through prevention. In 2007, our coalition began implementation of a new initiative focused on making Topeka the Safest Capital City in American (population 100,000 and over).
